In an effort to give a lasting contribution to the people of Apayao, the Provincial Governors Office headed by the Hon. Elias K. Bulut initiated an ongoing project to publish the first "History of Apayao" series book which will document the historical origins of the province of Apayao.

Eng. Ramos P. Bongui, the Provincial Administrator in the said Province, was chosen to write the ethnography under the chairmanship of the Hon. Governor himself.

The first volume of the book is underway. The book was presented in the following timeline:

I. Spanish Era
II. Apayao under the Province of Cagayan (1905-1908)
III. Apayao as a sub-province of the Mt. Province (1906-1967)
IV. Kalinga-Apayao Province (1967-1995)
V. The 9th Congress (July 1992-June 1995) up to the present

The gist of the history of Apayao book, volume I focuses on the plight of the province from a sub-province of the erstwhile Kalinga-Apayao, to a converted separate province by virtue of Republic Act 7878 singed into law on February 1995. The legislative efforts of then Congressman Elias K. Bulut, also the acclaimed father of Apayao, made this possible during the 9th Congress of the Philippines.

This is probably the most valuable and permanent remembrance that we can leave to the future generation.
